Panel Session Title: Changing Our Core Classifications: Challenges and Opportunities


The Federal Statistical System provides data about a number of key variables used by a broad array of users, including Congress, the Administration, state and local governments, and the social science research community. To ensure that data collected by the various decentralized statistical agencies are comparable, the Office of Management and Budget (OMB) develops, regulates and, when necessary, revises standard classifications of such ``core'' variables as race/ethnicity status, occupation, and industry code to be used in all Federal government surveys. In doing this, OMB, in consultation with users, faces a number of challenging decisions, including: what variables should have standard codes? How often should standard codes be revised? What revisions are needed for specific codes? Since users have differing needs, there are not simple answers to these questions. This panel will describe current practices, challenges, and opportunities exist with regard to developing, regulating, and revising the core classifications and will discuss possible future directions for work in this area.
