Panel Session Title: Welfare Reform: How Will We Know What Happened?


On August 22, 1996, President Clinton signed into law the Personal Responsibility and Work Opportunity Reconciliation Act. Three main features of this new law are the elimination of welfare benefits as entitlements, the imposition of work participation requirements, and the introduction of individual lifetime limits on the use of programs funded by TANF (Temporary Assistance for Needy Families).

Participants in this panel discussion are from a variety of backgrounds and thus provide different views of welfare reform: Bill Hobby will chair the session and share his insights on welfare reform in Texas. Dan Weinberg will discuss the Census Bureau's role in ensuring that the capability to measure outcomes associated with welfare reform will be possible, focusing on the new Survey of Program Dynamics. Patricia Ruggles will discuss a research agenda to determine welfare outcomes and her role in working to improve the measurement of child outcomes in state and federal welfare evaluations. Barbara Gault will discuss a research agenda to determine welfare outcomes and the expected impact of welfare on women, particularly single parents. Bill Brister will talk about the Mississippi experience and his role in designing and testing experimental welfare programs in Mississippi. Steve Bell will discuss the initial results of the Urban Institutes AAssessing the New Federalism@ project.
